As the Earth turns, every rashi rises over the eastern horizon in turn — roughly one every two hours. The one rising at the moment of your birth is your lagna, the ascendant, and it becomes your first house.
This is why Jyotisha asks for the birth time: the lagna, and so every one of the twelve houses, hangs on it. Two people born on the same day in the same city can have different lagnas and different lives' shapes.
